Jose Luis Velazquez, as Advisor to the Minister of Economy and Development of Nicaragua, sees the new UNO government of President Violetta Chamorro as weak, especially as a coalition in contrast to the continually strong Sandinista party. So far the government has been unable to fulfill its reform promises, and the popular sector is feeling alienated. Nicaragua needs to repay its foreign debts, install a national production program, support demobilizing the military and aiding refugees, and rehabilitate the economic infrastructure. It will especially require humanitarian aid.
