The UN Prepares for Expanded Duties

Humanitarian intervention should depend upon a broad political consensus, including sometimes the consent of the countries or parties involved. NGOs are often instrumental in securing this consent. The dual military and humanitarian institutions of the UN have been working more and more in concert. The ultimate goal of humanitarian operations should be stable peace supported by preventive measures.
